The Phillips 66 Billings oil refinery is back online following the largest turnaround in the refinery's history. The planned work began in mid-April 2017 with a staggered shutdown of all monitored units and was scheduled to take 56 days. Genscape observed the first signs of restart at the 19,400 barrels per day (bpd) fluid catalytic cracker (FCC) during late May, while all monitored units began ramping up on June 8.
The turnaround involved major work at the FCC and the final stages of the refinery’s Vacuum Improvements Project, which included the replacement of the refinery’s vacuum unit and upgrades at several additional units. Following the completion of the project, the refinery has greater crude slate flexibility and will be able to process more heavy crude. In addition to this, the company also hopes to have a slight increase in clean product yield and to eliminate mid-cycle heater decokes at the crude section.
